Two years for the NM State Police to finish their investigation?

Were they waiting for a retirement before they closed the “investigation”?

Baldwin has had great legal representation, and they were able to get the charges dismissed "without predjudice" since the FBI forensics team had "broken" the pistol's firing mechanism during their testing, which also showed that the Pistol was in regular order.   But the DA submitted the pistol to their indepented experts, who have not verified the FBI crime lab's findings that the pistol could not have been fired without the trigger having been pressed.

Baldwin has basically admitted that he knew that it was a real gun, that he didn't check it, and has claimed, improbably, that he didn't "pull the trigger".  That obvious lie has now been disproven, and he's obviously guilty.  Chances are he'll serve no time in some sort of plea deal, but at least there's some semblance of reality being applied, finally.  Anyone else would have been convicted long ago.
