A report for this day. An eventful one.
The Staff. Key war and foreign policy issues. A meeting with the Chief of the Main Intelligence Directorate. A long one. On key risks. We are addressing every risk, every threat. Our response is powerful.
Finance Minister Marchenko informed about meetings and negotiations with the heads of international financial institutions. The annual meetings of the IMF and the World Bank have recently taken place. Their attention to Ukraine is important. And there is an important conclusion that many partners, different leaders and institutions have: global stability, global security, and the development of the global economy are directly linked to the fact that Russian aggression against Ukraine must end, end fairly – with the restoration of international order, with the full force of international law.
Today, the Verkhovna Rada of Ukraine has adopted the decision necessary to start negotiations with the European Union. The law on politically exposed persons has been adopted. I am waiting to sign the text of the law. Our task remains unchanged: to be ready to open negotiations on Ukraine’s membership in the EU this year. We are doing the Ukrainian part of the job for this and we will complete it. We expect a political decision to start negotiations from the leaders of the EU countries.
I held a final meeting on the work of the Congress of Local and Regional Authorities of Ukraine this year. This is an important and effective platform for direct communication with communities and addressing pressing issues in the regions, interaction of local authorities with all central government agencies, the government, and the Verkhovna Rada. I am grateful to everyone who is actively working within the Congress. In particular, with regard to the restoration and preparation for winter. But, of course, the work of the Congress should be expanded to cover a wider range of issues, including social issues, communications, job creation, and many, many other things that are important to people across the country.
And the front. The warriors. Our brigades. The 54th separate mechanized brigade, the 68th separate jaeger brigade, the 25th separate airborne brigade – this is the Lyman direction. And the Soledar direction: the 92nd separate assault brigade and the 93rd Kholodnyi Yar separate mechanized brigade. Thank you, warriors!

Ukrainian troops have attacked helicopters and equipment belonging to the Russian occupying forces at air bases near the occupied cities of Berdiansk and Luhansk on the night of 16-17 October. Ukrainian General Staff reported this. Notably, a video of explosions reportedly is Berdiansk emerged in local online groups on the night of 16-17 October.
The Ukrainian General Staff later clarified that Ukrainian Rocket Forces and Artillery hit helicopters at landing sites, an ammunition storage point and an artillery vehicle belonging to the Russians. İt is said that nine Russian helicopters, an air defense installation, an ammunition depot and much more were destroyed as a result of the special operation Dragonfly in temporarily occupied Luhansk and Berdiansk.
It is reported that the Special Operations Forces of Ukraine received information about the use by the Russians of airfields in temporarily occupied Berdyansk and Luhansk, as well as the presence there of a significant amount of aviation and special equipment and ammunition. The specified data was checked and confirmed. The coordinates and necessary data were transmitted to the units of the Defense Forces for destruction.
As a result, the fighters launched a fire strike on the night of October 16-17, and the invaders suffered significant losses. I held a meeting of the Staff. The commanders delivered important reports. I thank every warrior, every brigade of ours who are firmly holding their positions. Avdiivka, Bakhmut direction, Maryinka, Shakhtarsk direction. Kupyansk and Zaporizhzhia direction. Well done, guys!
I am grateful to those who are effectively destroying the occupiers’ logistics and bases on our land. There are results. I am grateful to some of our partners – the weapons are effective, as we agreed.
We have a result in our advancement, the result of our guys’ assault operations, and this is the key news for our country. Every day, every week, Ukraine needs such results. Every day, every week, we need to keep the initiative. I am grateful to all those who are doing just that – every kilometer, every occupier’s defense line overcome – all this matters. The consistency of our results means the consistency of the world’s support for Ukraine.
There was a report at the Staff meeting on the protection of the Black Sea coast and the Danube region. Protection of people. Protection of ports. Protection of our exports. I am grateful to everyone who works for this.
We also discussed international politics and the changes that have taken place. Government officials reported, as did the intelligence. There are many challenges. But whatever the threats, our response is our strength. Our unity. To protect Ukraine and state interests, to be on the defensive or with the defense. To help. To take care of those around us. To find your place in the common work of the nation – this is important.

President of Ukraine Volodymyr Zelenskyy had a phone call with President of South Africa Cyril Ramaphosa.
The interlocutors emphasized the need to continue exporting Ukrainian grain, which is critical for the world’s food security.
The Head of State invited South Africa to take part in the second summit of the humanitarian initiative Grain from Ukraine.
The parties also discussed the implementation of President Volodymyr Zelenskyy’s Peace Formula.
“It is very important that South Africa supports the Ukrainian Peace Formula and is ready to participate in the next rounds of negotiations on its implementation. It is equally important that relations between Ukraine and South Africa are significantly building up,” Volodymyr Zelenskyy emphasized.
The two leaders exchanged views on the situation in the Middle East and discussed the possibility of evacuating South African citizens from the conflict zone in the region.

Day 601 of the russian full-scale military aggression against Ukraine continues.
At the beginning of the day, the russian occupants launched yet another missile and air strike on Ukraine, using 1 Kh-59 air-launched cruise missile, S-300 surface-to-air guided missiles and 6 Shahed-136/131 attack UAVs. The Ukrainian air defense forces and means shot down 1 Kh-59 air-launched cruise missile and 6x Shaheds.
During the day of October 17, there were 56 combat engagements. The enemy launched a total of 3 missile and 34 air strikes, 6 MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the russian terrorist attacks have killed and wounded civilians. Private residential buildings and other civilian infrastructure were destroyed or damaged.
The operational situation in east and south of Ukraine remains difficult.
VOYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues to shell Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. The occupiers launched an air strike in the vicinity of Mykolaivka (Sumy oblast). The enemy fired artillery and mortars at around 10 settlements, including Senkivka, Turya, Hremyach (Chernihiv oblast), Baranivka, Sosnivka, Shalyhyne, Holyshivske, Pokrovka (Sumy oblast).
KUPYANSK AXIS: Ukrainian soldiers repelled 12 enemy attacks in the vicinities of Synkivka, Kyslivka and Ivanivka (Kharkiv oblast), and 7 more attacks near Nadiya (Luhansk oblast). The enemy fired artillery and mortars at around 10 settlements, including Krasne Pershe, Synkivka, Kyslivka, Petropavlivka, Pishchane (Kharkiv oblast).
LYMAN AXIS: the enemy launched air strikes in the vicinity of Serebryanske forestry and Bilohorivka (Luhansk oblast), the settlements of Vesele and Spirne (Donetsk oblast). The invaders fired artillery and mortars at around 20 settlements, including Makiyivka, Nevske, Bilohorivka (Luhansk oblast), Terny, Kolodyazi, Bilohorivka, Vesele, Spirne (Donetsk oblast).
BAKHMUT AXIS: the Ukrainian soldiers repelled adversary attacks in the vicinity of settlement of Klishchiyivka (Donetsk oblast). The enemy launched an air strike in the vicinity of New York (Donetsk oblast). More than 15 settlements came under artillery and mortar fire, including Orikhovo-Vasylivka, Hryhorivka, Chasiv Yar, Ivanivske, Kostyantynivka (Donetsk oblast).
AVDIYIVKA AXIS: the enemy conducted unsuccessful assault operations with air support in the vicinities of Avdiivka and south of Tonenke (Donetsk oblast). The Ukrainian Defense Forces repelled 5 attacks of the adversary in that area. The occupiers also launched an air strike near Stepove (Donetsk oblast). The invaders fired artillery and mortars at more than 15 settlements, including Sukha Balka, Keramik, Tonenke, Pervomaiske, Nevelske (Donetsk oblast).
MARYINKA AXIS: the enemy conducted unsuccessful assaults with air support in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast). The Ukrainian defenders repelled 17 attacks in that area. Around 10 settlements, including Oleksandropil, Krasnohorivka, Heorhiyivka, Pobjeda, Novomykhailivka (Donetsk oblast), were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the Ukrainian defense forces repelled enemy attacks south of Zolota Nyva and south of Prechystivka (Donetsk oblast). The enemy launched air strikes in the vicinities of Urozhaine, Staromaiorske, Rivnopil (Donetsk oblast). Around 15 settlements, including Vuhledar, Bohoyavlenka, Prechystivka, Zolota Nyva, Blahodatne (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the Ukrainian defenders repelled all of the enemy attacks west of Robotyne (Zaporizhzhia oblast). More than 15 settlements, including Malynivka, Hulyaipole, Charivne, Novodanylivka, Shcherbaky, Kamyanske (Zaporizhzhia oblast), came under enemy artillery and mortar fire.
KHERSON AXIS: the occupiers launched an air strike in the vicinity of Beryslav (Kherson oblast). The enemy fired artillery and mortars at Zolota Balka, Odradokamyanka, Antonivka, Kizomys (Kherson oblast), the city of Kherson, and Dmytrivka, Ochakiv (Mykolaiv oblast).
At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
During the day of October 17, the Ukrainian Air Force launched 15 air strikes on the concentrations of troops, weapons and military equipment, 3 air strikes on anti-air missile systems of the adversary.
The Ukrainian missile troops hit 5 command posts, 1 concentration of troops, weapons and military equipment, 1 ammunition depot and 1 artillery system of the russian invaders.

POWER GENERATION
Electricity generated by Ukrainian power plants is fully sufficient to meet the needs of consumers. A turbine at one of the TPPs was repaired, adding an additional 73 MW of capacity to the grid. A large-scale repair campaign is underway at thermal, hydro and nuclear generation facilities.
HEATING SEASON
As temperatures drop, local governments are gradually starting the heating season. Sufficient resources have been accumulated for the season – natural gas reserves in storage facilities amount to almost 15.9 bcm (according to the Government’s plans, the required volume was to be 14.7 bcm at the start of the heating season).
CONSEQUENCES OF THE SHELLING
Work is underway to restore gas supply to consumers who were disconnected due to enemy shelling of gas transmission system facilities in Kharkiv region. Over 2,000 households have been reconnected over the past day. 2,000 households remain without gas supply. Emergency repair works are ongoing.
SITUATION IN THE FRONTLINE REGIONS
The occupiers continue to terrorise the frontline and border areas. Four settlements in Donetsk region were cut off from electricity due to shelling. Some consumers in Zaporizhzhia, Sumy, Kharkiv, Kherson and Chernihiv regions are also without electricity.
REPAIR TEAMS ARE WORKING WHERE THE SECURITY SITUATION ALLOWS
In total, power companies have supplied power to 24,500 consumers over the past day. Most of them are customers in Donetsk region.
SITUATION AT THE ZNPP
The water level in the ZNPP cooling pond remains stable at 15.72 metres. This is sufficient to meet the needs of the plant.
EXPORTS/IMPORTS
Commercial electricity imports totalled 10 MWh over the past day. Exports to Slovakia and Moldova totalled 3,630 MWh.
