I wish you good health, dear Ukrainians!
I have just chaired a meeting of the Supreme Commander-in-Chief’s Staff. Lengthy, with several key issues.
First, of course, the front. The situation on the main fronts, reports from commanders, ammunition supply, and air defense.
The second issue of the Staff meeting directly related to our defense, the resilience of our state.
Energy. Preparing for winter, protecting our generation facilities, ensuring electricity and heat, and restoring everything damaged by Russian strikes and military actions.
The current leadership of Russia always does what it has done before. They repeat all their mistakes. They repeat all the evil they have done. And when things don’t go their way, they think they haven’t done enough evil to succeed. Such insane logic. But we must take this into account. This winter, Russian terrorists will once again try to destroy our energy system. They cannot comprehend that Ukraine will not be subjugated anyway. But they will try to launch more attacks and more attempts to bypass our defenses.
We fully understand the danger.
Today, at the Staff meeting, there were reports from the military and all officials responsible for the defense of our energy and our winter passing strategy. This included the reports of the head of government, ministers, leaders of energy companies, representatives of the communications sector, and regional administration heads. Everything related to the physical protection of facilities, rebuilding, following orders, and the course of action in case of various emergencies.
Winning this winter, overcoming all difficulties, and providing protection to our people is crucial. And, by the way, local authorities must fully perform their preparatory work. Next week, we will assess the current state of winter preparedness in the regions.
We are taking further steps to strengthen our air defense and cooperate with partners to ensure the resilience of Ukrainian energy. This week has already seen significant reinforcement.
Germany – we are working with Chancellor Olaf Scholz on transferring another Patriot battery to Ukraine. This will be a significant enhancement.
Italy – I discussed with Giorgia Meloni, the Prime Minister, the content of a new security package for our country. Thank you!
Spain – in negotiations with Mr. Sánchez, the Prime Minister of Spain, we not only agreed on additional Hawk air defense systems but also on support for energy equipment. Thank you!
The United Kingdom – we have a very good agreement with Prime Minister Rishi Sunak regarding security in the Black Sea and Odesa region. It’s important that we don’t waste time and opportunities for export work. Ukraine must maintain its role as a guarantor of global food security and retain maritime access to the world market. I thank the UK for this support.
And, of course, President Emmanuel Macron of France is doing exactly what we agreed on for greater security in Ukraine and all of Europe. There are significant results and new opportunities for our warriors. But as for the details, a bit later.
Today, we also have a decision on a new package from the Netherlands, totaling over EUR 100 million, and this package focuses specifically on supporting our energy system. Shortly, we will discuss our next steps with Prime Minister Mark Rutte. Thank you!
We are also working fruitfully with the European Union. It is important for us from all perspectives to start negotiations on EU membership this year. Ukraine has almost fulfilled the seven recommendations of the European Commission, and everything will be ready from our side. The Verkhovna Rada has one step left, and it is crucial for the deputies to take that step.
The EU for Ukraine is not just economic security and a significant contribution to resolving the geopolitical stability issue. It’s also motivation. Motivation for us, for our warriors, for our entire nation. Motivation to fight, to be resilient, to overcome this winter, and to achieve our national goals despite any Russian terror.
And one more thing.
Kharkiv region... Yesterday, a brutal strike hit a village in Kupiansk district. 51 casualties. The fate of three more people is still unknown. This morning, a Russian strike hit Kharkiv, right in the city, hitting ordinary buildings with a missile. Two casualties, and they were from the same family. A 10-year-old boy and his grandmother. The younger brother of the boy, who is only 11 months old, and their parents are in the hospital. My condolences to everyone whose loved ones and relatives have been killed by Russia.

Yesterday and today, leaders of states and many foreign affairs ministers expressed their condolences and condemned Russian terror. I am grateful to everyone who doesn’t remain indifferent. Only together, in unity, can we overcome terror. And we will do it. States, leaders, and nations.
Many journalists, public figures, and ordinary people have supported us now and continue to support us throughout this war. Ukraine highly values every display of support, every manifestation of solidarity with us. Our victory over Russian terror will be a shared victory of all people in the world who, like Ukrainians, believe that evil and hatred must always be defeated. Always! This must be an unshakable global rule. And it will be.

On the instructions of the Head of State, Head of the Office of the President of Ukraine Andriy Yermak had a phone call with National Security Advisor on to the Prime Minister of the Republic of India Ajit Kumar Doval.
Andriy Yermak informed his interlocutor about the current security situation, including the recent terrorist acts by Russia that resulted in the loss of a significant number of Ukrainian civilians.
The head of the Office of the President also reported on the preparation for the upcoming third meeting of national security advisors, which will focus on the implementation of the Ukrainian Peace Formula and the organization of the Global Peace Summit. He said that the Ukrainian side has already held nine thematic meetings at the ambassadorial level dedicated to specific points of the Peace Formula, and with each meeting, the circle of participants is expanding, including countries from the Global South.
The conversation also touched upon the importance of intensifying contacts at the level of defense ministers of the two countries.
The head of the Office of the President of Ukraine and the advisor to the Prime Minister of India agreed to continue the dialogue and coordinate positions on important international agenda items.

Vladimir Putin has been left red-faced after Ukraine released dramatic footage of a daring dead-of-night raid in Crimea. Heartstopping footage shows special op commandos storming the illegally annexed peninsula on a fleet of jet skis and boats. The clip shows the troops making the 222-mile journey across the Black Sea from Vylkove before a bloody gun-fight erupts.
Despite releasing footage of the latest incursion, commander Viktor Torkotiuk said other raids in Crimea would remain secret. Day 590 of the russian full-scale military aggression against Ukraine continues.
The russian federation continues to wage a war of aggression. Despite significant losses, it has not abandoned its plans to fully occupy Ukrainian territory.
The enemy continues to ignore the laws and customs of war, uses terror tactics, strikes and shells both military and civilian objects, which unfortunately results in civilian casualties.
The operational situation in east and south of Ukraine remains difficult.
During the day of October 6, there were 28 combat engagements. The enemy launched a total of 2 missile and 57 air strikes, 43 MLRS attacks at the positions of Ukrainian troops and various settlements. Also, the russian federation launched yet another strike at Ukraine using 33 Iranian Shahed-136/131 strike UAVs. Air defense forces and means shot down 25 enemy Shaheds. Unfortunately, the russian terrorist attacks have killed and wounded civilians. Private residential buildings and other civilian infrastructure were destroyed or damaged.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues to shell Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. The enemy fired artillery and mortars at more than 15 settlements, including Vovkivka, Stepne, Novodmytrivka, Popivka (Sumy oblast), Vovchansk, Hatyshche, Zemlyanky (Kharkiv oblast).
KUPYANSK AXIS: the Ukrainian defenders repelled enemy attacks in the vicinities of Synkivka and Ivanivka (Kharkiv oblast). The adversary launched air strikes in the vicinities of Podoly, Synkivka, Ivanivka, Petropavlivka (Kharkiv oblast). More than 15 settlements, including Kamyanka, Dvorichna, Ivanivka, Kyslivka, Berestove (Kharkiv oblast) came under artillery and mortar fire.
LYMAN AXIS: the Ukrainian defenders repelled 5 enemy attacks in the area east of Makiyivka (Luhansk oblast). The settlements of Pisky-Radkivski (Kharkiv oblast), Bilohorivka (Luhansk oblast), Spirne and Vesele (Donetsk oblast) suffered enemy air strikes. The invaders fired artillery and mortars at more than 10 settlements, including Nevske, Bilohorivka (Luhansk oblast) and Spirne, Rozdolivka, (Donetsk oblast).
BAKHMUT AXIS: the adversary made unsuccessful attempts to regain the lost ground in the vicinity of Andriyivka (Donetsk oblast). The invaders launched air strikes near Klishchiivka, Andriyivka (Donetsk oblast). More than 15 settlements came under artillery and mortar fire, including Khromove, Chasiv Yar, Klishchiyivka, Andriyivka (Donetsk oblast).
AVDIYIVKA AXIS: the adversary launched an air strike near Avdiyivka. The invaders fired artillery and mortars at around 10 settlements, including Avdiyivka, Sjeverne, Pervomaiske (Donetsk oblast).
MARYINKA AXIS: during the day of October 6, Ukrainian defense forces successfully repelled about 10 enemy attacks in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast). The adversary launched air strikes near Novomykhailivka and Kostyantynivka (Donetsk oblast). About 10 settlements, including Krasnohorivka, Maryinka, Pobjeda, Novomykhailivka (Donetsk oblast) were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the Ukrainian defenders repelled enemy attacks near Vuhledar, Zolota Nyva, Staromaiorske (Donetsk oblast) and to the north of Pryiutne (Zaporizhzhia oblast). The enemy launched an air strike in the vicinity of Vodyane. More than 10 settlements, including Vodyane, Vuhledar, Urozhaine, Storozheve (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the Ukrainian defenders successfully repelled enemy attacks in the area northeast of Novoprokopivka. The occupiers launched an air strike Mala Tokmachka. More than 20 settlements, including Poltavka, Hulyaipole, Mala Tokmachka, Robotyne, Pyatykhatky, Kamyanske (Zaporizhzhia oblast), came under enemy artillery and mortar fire.
KHERSON AXIS: the enemy fired artillery and mortars at Antonivka (Kherson oblast) and the city of Kherson.
At the same time, the Ukrainian defense forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
During the day of October 6, Ukrainian Air Force launched 11 air strikes on the concentrations of troops, weapons and military equipment, 3 air strikes on the anti-aircraft missile systems of the adversary.
The Ukrainian missile troops hit 1 command post, 1 anti-aircraft missile system and 6x artillery systems, 1 concentration of troops, weapons and military equipment, 1 electronic warfare station of the russian invaders.

Prime Minister: Government proposes to ban the transfer and use of the Kakhovka Reservoir lands

The Government has endorsed a draft law that proposes to ban the transfer to ownership, use or change of purpose of the Kakhovka Reservoir lands. This was announced by Prime Minister Denys Shmyhal.
The ban will be in effect for 15 years. The only exceptions that are allowed are changes to restore the reservoir and implement land protection measures.
“It is crucial to ensure that the land under the Kakhovka reservoir does not change its designated purpose during this time. Therefore, we are establishing such prohibitions, and thus preparing the ground for the restoration of the reservoir and the hydroelectric power plant,” the Prime Minister said.
In addition, the Cabinet of Ministers has allocated an additional UAH 335 million to Kherson region for further work aimed at implementing the program to overcome the consequences of the terror attack.
“In particular, UAH 187 million will be allocated to Kherson region for the priority restoration of water and heat supply facilities. Another UAH 148 million will be allocated for other purposes, including road repairs in Kherson, which are essential for the city’s normal functioning,” said Denys Shmyhal.
In total, the Government has allocated UAH 11.9 billion to eliminate the consequences of russia’s terror attack on the Kakhovka hydroelectric power plant.
UAH 8.5 billion was allocated for the construction of main water pipelines to supply water to Kryvyi Rih and other communities in Dnipropetrovsk region and southern Ukraine. According to the Prime Minister, the first line of the main water pipeline on the Ingulets-Kryazheve section has already been launched. The work is actively continuing.
“UAH 1.3 billion has been allocated to Kherson and Mykolaiv regional water supply companies to restore the homes of people affected by flooding. Almost UAH 1 billion has been allocated to Kherson, Mykolaiv, Zaporizhzhia and Dnipro regions to ensure the transportation of drinking water, as many communities had no access to it immediately after the terror attack,” the Prime Minister said.
The Government has also already paid UAH 93 million as a one-time assistance to the population of Kherson and Mykolaiv regions. This is a payment of UAH 5,000 each for more than 18,500 citizens.

Ukraine staged a successful attack on Russian positions in Bakhmut. The 5th Assault Brigade took part in the attack, led by commander ‘Pegasus’. Drone footage showed a small armoured column rolling into combat. A captured T-80 tank led a M113 and a CV90 armoured vehicle into battle. Drone footage shows how the Russian tried to shell the vehicles. But their artillery was inaccurate, landing in fields to either side. At one point the tank breaks off to attack the Russians head-on. Allowing the armoured vehicles to flank their enemies. As the tank blasts Russian trenches, the vehicles head for a tree-line. There, they deposit their troops as a fierce gun battle breaks out. The tank continues shelling the Russians, before all vehicles withdraw. That saves them from being destroyed, as infantry continue the fight. Two shells land close to the vehicles as they make their exit. Ukraine is continuing to advance near Bakhmut after a recent breakthrough. They captured the towns of Andriivka and Klishchiivka from Russia. And are now moving on, taking territory leading to a nearby railway line. The aim is to break Russian supply lines into Bakhmut itself. And then surround and destroy forces stationed in the city.
