Ukraine War Hello friends, Today the Ukrainian Army starts the day with great success and hope, while the invading army is in for a big shock as the defenses of its most valuable region are completely penetrated. The most critical news of the day came from the Crimean peninsula, the most strategic center of the front line.

Today, the Ukrainian Armed Forces carried out most massive airstrikes in Crimea as part of offensive operations. The Ukrainians had already targeted the Crimean peninsula almost every day in the last week. The latest attacks again targeted Sevastopol, Crimea’s most important port city, and the Saky military airfield. As a result of these attacks, Russia lost a senior military officer in the Black Sea Fleet’s intelligence team. Russian air defense systems and military vehicles were also damaged at Saky airfield. The Russian population in Crimea, both civilian and military, witnessed with great anxiety and fear the freedom attacks of the Ukrainian air force. Here are all the striking details about the critical attack.

The Ukrainian Air Force attacked the headquarters of the Black Sea Fleet of the Russian Federation at noon the other day. Most likely, the attack was carried out using Storm Shadow missiles launched from Ukrainian SU-24 bombers. After the missile attack on the Black Sea Fleet headquarters, debris was scattered over hundreds of meters. An image published by the Trukha Ukrainian Telegram channel showed serious damage to the roof of the building of the Black Sea Fleet headquarters. The Russian Defense Ministry reported that several missiles and drones were destroyed over Crimea on Friday morning. Ukrainian sources reported that Russian naval forces and ships may have been damaged in this critical attack. A large number of ambulances are on their way to the destination.

According to Moscow propagandists in Crimea, 6 Russian soldiers were wounded as a result of the attack. One of the military officials liquidated in this attack was Admiral Victor Sokolov, one of the commanders of the Russian Black Sea Fleet. In other words, Vladimr Putin has lost one of the key men of his Black Sea fleet. After the explosion, the occupation authorities blocked traffic in the center of Sevastopol. Russian special services are still working where the debris fell. Taking this critical attack into account, we can see that Kiev is stepping up the tempo of its offensive against Crimea in parallel with a major counter-offensive operation in occupied southern Ukraine. The aim of this operation is to cut the so-called land corridor connecting the peninsula to western Russia, thus isolating the Russian forces holding Crimea.

To this end, the Ukrainians are using the right weapons. One of them is the Storm Shadow missiles used in the most recent attack on Sevastopol. It is worth noting that Storm Shadow missiles are designed to destroy important stationary targets that are well protected by air defense systems. They can be used at any time of the day, in difficult weather conditions and when the enemy uses electronic countermeasures. The declared launch range of these cruise missiles is more than 250 km. It is therefore quite normal for the Ukrainians to use Storm Shadow missiles to attack the most critical port of the Russian fleet in Crimea. It is also worth mentioning that explosions occurred in occupied Sevastopol for the second time in a day. Black smoke rose over the city, the occupation authorities complained about another missile attack on the headquarters of the Black Sea Fleet of the Russian Federation.

It will be recalled that only 24 hours before the attacks in Sevastopol, the Ukrainian Security Service and the Navy launched a large-scale airstrike on the Saki military airfield in the temporarily occupied Crimea. At least 12 fighter jets were stationed at the Russian military facility in Saki. The Russian Air Force had Su-24 and Su-30 fighter jets as well as Pantsir MANPADS stationed at this military airfield. It was claimed that Russian air force vehicles were damaged in this attack. However, the Russian Defense Ministry did not provide a clear statement on this issue. The day before this attack, residents of Sevastopol heard explosions and saw huge smoke in the city. This time, the command post of the Black Sea Fleet of the Russian forces near Verkhnyosadovo was hit. This attack on the command post of the Black Sea Fleet of the Russian Federation near Sevastopol in the temporarily occupied Crimea was a special operation of the Security Service of Ukraine, the Air Force and the Navy of the Armed Forces of Ukraine.

It was a productive week. Very productive. We have many good defense and other decisions.

Defense packages. From the United States – including artillery, necessary shells, HIMARS munitions, air defense missiles, additional air defense systems, tactical vehicles. And some other types of weapons that will prove themselves on the battlefield. From Canada, we have a decision on long-term defense support worth half a billion U.S. dollars. In particular, these are medevac vehicles, which are very much needed at the front. We have agreed on their production and supply.

There is a historic decision by the United States to jointly produce weapons and defense systems. In particular, air defense. This is something that was an absolute fantasy until recently. But it will become a reality. We will make it a reality. Everyone who works for the state. And this is the new quality of Ukraine’s defense industry – much more powerful. And this is also the economy. Protection for our cities. Enterprises, new jobs for both our peoples – for Ukrainians and Americans. We have a clear perspective of a new resilience of Ukraine that will prevent the recurrence of Russian aggression – this is what we have already agreed on. I am grateful to President Biden, his entire team, and everyone in America who values freedom and supports Ukraine.

I held very important meetings in Washington, in Congress – both parties, both houses. There were a lot of questions, a lot of dialog. Equally sincere answers, absolute frankness and sincere understanding. And we specifically requested a format of meetings and communication in Congress that would allow for the most detailed conversation. This resulted in more trust, and I heard that support for Ukraine will persist.

In general, many morally robust and important positions were voiced at different levels in the United States – from the top level to all those involved in negotiations with the Ukrainian delegation. The same is true for Canada. There is a clear unity. There are new sanctions against Russia, and there will be even more sanctions pressure.

We have reached economic agreements with both governments and businesses. There is a decision on a free trade area with Canada. A memorandum on energy cooperation was signed in Washington. An agreement was reached in Ottawa to rebuild Kakhovka HPP and reconstruct Kaniv HPP. There is an obvious interest of large companies in the U.S. and Canada to work in Ukraine.

At the level of the Ministry of Strategic Industries, there is mutual understanding with defense companies. And there is a very important mutual understanding at the level of societies – at the level of ordinary people who really care about Ukraine and really wish us victory and all Ukrainians protection from Russian terror. When ordinary people in America say they pray for Ukraine, it is truly touching and makes our relations stronger.
Separately, I would like to thank the Government of Canada for its readiness to allocate funding for the Holodomor Genocide Museum, for the completion of this museum. It is symbolic that Canada will be the one to support Ukraine in preserving its historical memory. Thank you, Canada!

We have agreements of the First Lady of Ukraine regarding support for the rehabilitation of veterans, there is a corresponding Ukrainian-Canadian medical partnership. Olena is expanding access of Ukrainian culture to the world’s leading museums, and now there is an agreement with the Metropolitan Museum of Art in New York. Olena also had important meetings and speeches on the sidelines of the UN, in particular, regarding the protection of Ukrainian children during the war.

This year, Ukraine presented to the UN a vision of reforming the key UN institution – the Security Council. The Security Council is currently not able at all to stop aggression and actually restore peace because of the obsolete veto system, when there is no restriction on the aggressor’s abuse of the veto. This needs to be changed, and in general, all nations that respect other nations and peace should be given more rights and opportunities in the UN. I am sure the world supports this Ukrainian position.

And of course, this week was also fruitful in terms of bilateral meetings with the leaders of other countries. Thank you all for your support! And for your willingness to work with Ukraine. Yes, this is a different scope of cooperation. Different areas. But this is a clear recognition that Ukraine has a future. Its own future. Powerful and free.

And our warriors. I am extremely grateful. I am proud of you! This week, there are grounds to praise the brigades fighting both in the east and in the south. 5th separate assault brigade and 80th separate airborne assault brigade. Thank you for your fortitude in the battles near Klishchiivka! 93rd separate mechanized brigade. Guys, thank you! 15th operational brigade of the National Guard and 71st separate hunting brigade – thank you for the true Ukrainian power in the battles near Verbove... 116th separate mechanized brigade – well done, guys!

Thank you to everyone who is fighting for Ukraine, who is on combat posts, in combat missions! Thank you to everyone who helps! Every week brings Ukraine more strength and opportunities. Hence, every week brings our victory closer.

Lawyers prepare appeal to ICC accusing Putin of weaponizing hunger

Human rights lawyers working with the Office of the Prosecutor General of Ukraine are preparing a dossier of war crimes for submission to the International Criminal Court (ICC) accusing Russia of deliberately causing starvation during its war against Ukraine.

The Guardian notes that the lawyers’ aim is to document cases where the Russian invaders used hunger as a weapon of war, in order to provide evidence that will allow the ICC to launch the first such criminal prosecution that could bring charges against Russian President Vladimir Putin.

Yousuf Khan, a senior lawyer with law firm Global Rights Compliance (GRC), emphasises that “the weaponisation of food has taken place in three phases,” beginning with the initial invasion, during which food supplies were cut off and Ukrainian cities were besieged.

He described the second phase as the destruction of “objects indispensable to the survival of the civilian population” throughout Ukraine, including food, water, and energy sources.

The third phase is Russia’s attempts to prevent or restrict the export of Ukrainian food.

The Guardian recalls that in 2018, the UN Security Council approved a resolution condemning the use of hunger as a means of warfare, and in 2019, the Rome Statute of the ICC was amended to expand the list of cases that may be brought in this regard.

GRC will be assembling the dossier in close cooperation with Ukrainian prosecutors until the end of next year. The aim is to file under Article 15 of the Rome Statute, which allows third parties to send information about alleged war crimes to the ICC prosecutor. The prosecutor, who is based in The Hague, would have the final say regarding whether to move forward.

Some of the lawyers’ efforts will be directed towards identifying the perpetrators, in particular, to call for the indictment of Putin, as happened in March, when the ICC issued a warrant for the Russian president’s arrest for overseeing the illegal deportation of Ukrainian children to Russia from territories occupied during the war.

Khan notes that one could argue for hunger-related crimes in the same way.

“Putin could bear responsibility for having committed the acts directly, jointly with others and/or through others,” he said, as well as for his failure to exert proper control over Russian forces or other individuals who have been charged with specific criminal acts.

BACKGROUND:
- On 14 September 2023, the International Criminal Court opened a field office in Kyiv. This is the largest office of the ICC outside The Hague.

- On 2 March 2023, the International Criminal Court launched an investigation into possible crimes committed in Ukraine. A joint investigative group, which includes several European judicial bodies, was set up to collect evidence of Russian war crimes in Ukraine.

- In March 2023, the International Criminal Court issued arrest warrants for Russian President Vladimir Putin and Presidential Commissioner for Children’s Rights Maria Lvova-Belova. They are suspected of involvement in the illegal deportation of children from occupied areas of Ukraine to the Russian Federation.

The Russian forces tried to retake the positions they lost near the settlements of Klishchiivka and Avdiivka in Donetsk Oblast on 24 September, but to no avail.

DETAILS:
During the day, 24 combat encounters occurred. The Russians launched a missile attack and 44 air strikes and carried out 52 attacks from multiple-launch rocket systems on the positions of the Ukrainian forces and Ukrainian settlements. The Russian terrorist attacks resulted in civilians being killed and injured. Private residential houses and other civilian infrastructure were damaged.

The operational situation in the east and south of Ukraine remains complicated.

On the VOLYN and POLISSIA fronts, there were no significant changes to the operational situation, and no signs of the formation of offensive groupings of the Russians were recorded. Separate units of the Armed Forces of Belarus are performing missions in the areas bordering Ukraine.

On the SIVERSHCHYNA and SLOBOZHANSHCHYNA fronts, the Russians maintain a military presence in border areas and continue launching attacks on Ukrainian settlements from the territory of Russia. An airstrike was launched near the settlement of Stepne in Sumy Oblast. Over 15 settlements were attacked from artillery and mortars, including Moshchenka and Karpovychi in Chernihiv Oblast; Yablunivka, Riasne and Pozhnia in Sumy Oblast; Odnorobivka, Baranivka, Vovchansk, Vilkhuvatka and Stroivka in Kharkiv Oblast.

On the KUPIANSK front, the Russians launched airstrikes near the settlements of Cherneshchyna in Kharkiv Oblast and Novoyehorivka in Luhansk Oblast. More than 10 settlements were attacked by artillery and mortars by the Russians, mainly Dvorichna, Synkivka, Ivanivka, Kyslivka and Berestove in Kharkiv Oblast.

On the LYMAN front, the Russians were not conducting offensive actions. Airstrikes were launched near the settlements of Nevske in Luhansk Oblast and Spirne in Donetsk Oblast. Artillery and mortar attacks were launched on over 10 settlements, including Nevske and Bilohorivka in Luhansk Oblast and Novosadove, Spirne and Rozdolivka in Donetsk Oblast.

On the BAKHMUT front, the Ukrainian forces have successfully repelled Russian attacks to the east from the settlement of Bohdanivka and to the south-east from the settlement of Bila Hora in Donetsk Oblast. The Russians tried to retake the positions they had lost near the settlement of Klishchiivka in Donetsk Oblast, but to no avail. Airstrikes were launched near the settlements of Klishchiivka, Andriivka and New-York in Donetsk Oblast. Over 10 settlements were under Russian artillery and mortar fire, specifically Bohdanivka, Ivanivske, Klishchiivka, Andriivka, Druzhba and New-York in Donetsk Oblast.

On the AVDIIVKA front, the Russians tried to retake the positions they had lost near the settlement of Avdiivka in Donetsk Oblast, but to no avail. An airstrike was launched near Avdiivka. The settlements of Avdiivka and Kralivka in Donetsk Oblast were attacked by artillery and mortars.

On the MARINKA front, the Ukrainian forces successfully repelled 11 Russian attacks near the settlement of Marinka in Donetsk Oblast. The Russians launched an airstrike near the settlement of Novomykhailivka in Donetsk Oblast. Over 10 settlements, including Hostre, Heorhiivka, Mariinka, Pobieda, Pervomaiske and Paraskoviivka in Donetsk Oblast, were attacked by the Russians.

On the SHAKHTARSK front, the Russians launched airstrikes near the settlements of Vuhledar, Zolota Nyva, Urozhaine, Staromaiorske and Zelene Pole in Donetsk Oblast. Nearly 10 settlements, including Vodiane, Vuhledar, Blahodatne, Urozhaine and Rivnopil in Donetsk Oblast, were attacked by artillery and mortars.

On the MELITOPOL front, the Defence Forces of Ukraine continue conducting the offensive operation. They successfully repelled Russian attacks near the settlement of Robotyne in Zaporizhzhia Oblast. The Russians launched airstrikes near Verbove, Mala Tokmachka, Robotyne and Novodanylivka in Zaporizhzhia Oblast. Over 10 settlements were attacked by artillery and mortars, including Levadne, Huliaipole, Yehorivka, Novodanylivka, Novoandriivka and Plavni in Zaporizhzhia Oblast.

On the KHERSON front, the Russians launched airstrikes near the settlements of Beryslav, Odradokamianka, Burhunka and Olhivka in Kherson Oblast. Nearly 10 settlements in Kherson Oblast were attacked by artillery and mortars, including Kozatske, Olhivka, Tokarivka, Dniprovske, Kizomys and Stanislav.

The Ministry of Defense of Poland is considering a project to create a military medical hub, where the experience of Ukrainian doctors using Polish technologies will be analyzed.

The director of the Military Medical Institute in Warsaw, General Grzegorz Gelerak, said this in a comment to Ukrinform, Censor.NET reports.

As Gelerak emphasized, the decision to create a large-scale hub in the military-medical sphere between both countries was made during a meeting of representatives of the Armed Forces of Ukraine and Poland, in particular, heads of medical units in both armies, which took place in May this year in Kyiv. He noted that the schedule and cooperation plan was determined then.

He noted that this cooperation, on the one hand, will be based on obtaining and analyzing information on the nature, type, and scale of sanitary losses that occurred during the war in Ukraine.

“On the other hand, we will provide access to our knowledge and capabilities, which we have thanks to the implementation of a number of research projects concerning, for example, autonomous platforms for the evacuation of the wounded, methods and methods of treating various types of wounds on the battlefield, in particular, burns. We are ready to cooperate so that on the basis of Ukrainian and Polish experience and opportunities in the perspective of the next 3-5 years, we will together create a large hub of the military medical service,” Gelerak noted.

According to him, the implementation of this project from the Polish side is at the stage of consideration by the Ministry of National Defense of Poland.

“We expect that in the next few weeks we will move to the implementation phase of this plan,” stated Gelerak.

He said that Poland is ready to provide medical assistance to Ukraine in several dimensions.

“First of all, we want to treat wounded Ukrainian military personnel, especially in the fields of medicine, which are currently difficult for Ukraine. For example, maxillofacial surgery is a significant challenge for you today. In parallel with the treatment of Ukrainian military personnel, we want to train your personnel so that you were becoming autonomous in this sphere”, - Gelerak.

He emphasized that based on the study of the experience of post-traumatic stress disorder (PTSD) of Polish soldiers who were in Iraq and Afghanistan, the knowledge of Polish doctors in the field of combating PTSD is at the highest level. Therefore, Polish doctors have been sharing their experience in this field with Ukrainian doctors since 2014 and are ready to do so in the future. Gelerak noted that since 2014, about 10 groups of Ukrainian doctors have received training at the Military Medical Institute in Warsaw on the issue of countering PTSD. In addition, trainings with the participation of Polish specialists also took place in Ukraine, in particular in Rivne.

Gelerak noted that for the Polish side, the medical side of the experience in the context of the war in Ukraine became a “Copernican revolution” (radical change of views. - Ed.) and prompted serious changes.

“For us, knowledge from the war in Ukraine is like a Copernican revolution. We are radically changing our approach to what medical care should look like during hostilities,” Gelerak emphasized.

In particular, he specified that the issue of at what stage and what type of medical care should be provided to wounded soldiers needs to be deeply reconsidered.

“These are no longer systems aimed not at evacuating the wounded for many hours, but at providing aid near the front line, guaranteeing qualified medical care as soon as possible. For us, this is a completely new experience, in particular, how to prepare medical aid points, taking into account the Ukrainian experience, which these points are often the targets of attacks from Russia,” Gelerak stated.

He added that Warsaw is aware that in the event of potential aggression, Poland could also face this, and therefore, using the Ukrainian experience, Poland wants to make changes to its doctrine.

Pensioner Sofia Bila rescued three wounded Ukrainian soldiers in one of the occupied villages in the Kherson region.

She said this in an interview published on Facebook by Rimma Filipenko, Censor.NET reports.

According to the woman, she hid the wounded soldiers in the basement of her house for a month and three weeks. She was very afraid, but she was saving the boys. Meanwhile, the occupiers were walking down the street, entering her house, and asking if there were any strangers.

Ms Sofia also said that the occupiers later confronted her with the fact that they would be staying in her house. After that, the brave resident of the Kherson region was not afraid and took the wounded soldiers to Bilozerka, where they were hidden for some time until the village was liberated by Ukrainian defenders.
