It was night. The question is did the dead girl have lights on her bicycle? At night, bicycles without lights are invisible to automobile drivers. Even pedestrians should carry a light if they aren't on a sidewalk.

She was a pedestrian. Where she was crossing (in a cross walk) there were a bunch of construction signs and Jersey barriers. Those signs probably partially blocked the cop’s view, and hers as well. Perhaps flashing construction signs that made it difficult for her to see the cop’s lights.

The cop was responding to a drug overdose, and sounds like he followed protocols. Tragic for the girl and her family. The drug overdose survived.
