Agree, I read the findings on the Manila incident.

Previously, I had often wondered if the capabilities of a stinger handheld rocket could have achieved that. And if all Stinger handhelds were accounted for globally, or if accountability was/is even possible.

No, a stinger doesn’t have the kenematic capabilities to hit an aircraft at that altitude.
No, the stinger warhead is about the size of a handgrenade which means it isn’t going to blow the nose off a 747.

Stingers were deployed att as a submarine mast-mounted counter-ASW helicopter weapon. The flight was near a Stingers max altitude but at 1500 mph Stingers can exceed max engagement altitude if fired near the flight path.
