I suspect a medical emergency, i.e. stroke or heart attack, which made him unable to cling to the board after he went into the water. Perhaps due to the covid shot.
If he worked for the Clintons I would wonder what really happened.

I wonder if they’ll release the autopsy, and toxicology reports. Probably not. It will just be another mysterious death with no clear determination as to how he met his fate.
