I know this has been practiced in the U.S. There is a Jack London story called Moon-Face from 1902 involving blast fishing. The same month a Frank Norris story called The Passing of Cock-Eye Blacklock was also published, with similarities. Most likely they were based on the same newspaper story, and not plagiarized.
