If People start “DYING” when they do this it will stop. If you see this grab a large object swing like Babe Ruth at their head and walk away. Obviously it isn’t a crime.
It’s known as “catch and release” in Canada and it’s becoming a big issue with three levels of government here actively discussing a response. Obviously it is not the fault of police if they catch and the “injustice” system releases. What happened to three strikes and you’re out? Was that only for violent offenders. This guy sounds like a violent offender at least now if not before.
I think maybe the solution to this on a large scale is to set aside desolate areas where these repeat offenders can live a self-maintaining lifestyle in a fenced off area where the only other people present are law enforcement and correctional officers. Then they can prey on each other and leave the rest of us alone.
On the other side of the border but not far from Bellingham, I recall one occasion where the police said that 75% or more of the reported thefts in their jurisdiction were from just ten repeat offenders. Some people are beyond rehabilitation but what’s needed is a low cost solution and exile to spartan conditions in the middle of nowhere would seem to qualify. If it was a nasty, forlorn existence, that might be a deterrent and I can’t say that I feel much sympathy for people who keep committing serious offences.
