Yeah, article has the smell of narrative that leaves off relevant parts of the real story.
Yes, just as I, too, suspected:

There was just such a story about a minor working in a meat packing plant. Horrible tale. Upon further review, the ‘minor’ turned out to be an adult.
Hmm...it’s the same franchisee though.
I’m thinking there are single mothers working there and they have no one to watch their kids.
