Doubtful. The Dallas shelter said they have been flooded with people who will give him a home. And they said they have several more Shepherds and crosses available. They will likely get all of their Shepherds homes now.

I have to say, the one thing most progressives and conservatives in America have in common is a love of pets and a real hatred for those who abuse them.

I see what you are saying. And possibly yes. But what is so hard about taking the dog to the shelter and saying I cannot have it anymore? This clown could have easily done that... wouldn’t cost him a cent.
It’s possible that it could have wound up euthanized, but that is not for sure, and it’s better than dumped on a highway.
And some shelters are “no kill”. They are easy to find.

I suggest a $5,000 - $10,000 bounty for information that leads to arrest of any illegal. It will be cost effective if you consider how much illegals consume from the fed.
I think most bigger city shelters have become no kill.
That guy would have thought he couldn’t go in to surrender because he’s illegal—got him anyway. :)
There are many better ways to surrender a pet but dumping still beats zero chance and really: if you can’t commit to a pets lifetime, then don’t take the pet.

If it was up to me he would be dropped off, naked, in Afghanistan or some other third world hell hole far from any USA border.
