Nowadays the visually-impaired can buy aps that converts text to audio.
But the software (website in this case) needs to be designed properly so that the screen readers know what to say and when. It’s called 508 compliance for the part of ADA that spells out what needs to be done. Honestly filling out your tags is just good software design.
