I believe a bribe has to be to a person in government or similar organization that conducts public policy...(cop/judge/politician/bureaucrat)
Definition of bribe is: "Bribery is the offering, giving, receiving, or soliciting of any item of value to influence the actions of an official, or other person in charge of a public or legal duty."
This would not be considered a bribe, not in the prosecutable sense.
Is it another crime? I do not know. But it is not a bribe.
