No, most don’t want to. When lucid they think they are smarter than those of us who work for living. My fater’s younger brother (I refuse to call him my uncle) was certainly that way. As a child he routinely figured out how to steal from two older brothers who earned small sums working for other farmers. He didn’t care when they beat him up, he was still ‘the smart one’. He was always trying to con his way into our home. He was a jailhouse lawyer that knew if you voluntarily invited someone into your domicile the cops couldn’t throw him out for several days. The only way to get rid of him was to give him (a) money (b) liquor or sometimes (c) a good , large dinner. I hated this creep with all of my young heart and quietly cheered when he drank himself to death.
I say build a city, wall it in/out. Sell /give drugs with quality control dirt cheap but legal. People can go in but can’t leave. Let them consume as much as they want but take the crime out of it in the walled city. Let them destroy and end their lives quickly without destroying everything around them. It’s the only answer at this point.

His name is on the patent for the technology. He addressed that controversy on twitter once, but I did not have the time to read it.
However, I value his expertise on things about virus technololgy much more than your searches for articles on the internet.
Dan Bongino interviewed Malone on his show the other day. Maybe you can contact Dan and his research organization and set them straight.
Malaysia
In Malaysia, those who sell drugs can be punished with death. Just for having drugs in your possession, you can be fined, jailed or deported. Driving drunk is also punished harshly in Malaysia.
China
In China, if you are caught with drugs, you could be forced to attend drug rehab in a facility run by the government. Execution is the penalty for some drug crimes.
Vietnam
In Vietnam, drug crimes are taken very seriously. If you are arrested with more than 1.3 pounds of heroin, you will automatically be executed.
Iran
Iran is not known to be tolerant of criminal offenses in general, and drug offenses are no different. The use of opium is a particular problem in Iran, in part because it is produced in neighboring Afghanistan. Foreigners rarely visit North Korea, but there are several tour groups that can help you visit the reclusive nation. Do not bring drugs into North Korea, because you could find yourself sentenced to an extremely lengthy stay in a prison camp. You will have no contact with your friends or family, and it may be very difficult for the United States government to intervene.
The Philippines
In the Philippines, drug traffickers are sentenced to death. You may be presumed to be a drug trafficker if you have more than a third of an ounce of a drug in your possession.
I think prosecution and compulsory institutionalization and treatment for those with serious drug problems would be great.
And I think nations who flood our borders with illegal drugs with the intent to cause social dislocation should be considered to have committed an act of war.
