I wish there was a break-down for small town suburbs near the cities listed. My cost of living as an Alabamian in a small town is much lower than it is in the larger Alabama cities of the list. And the crime rate is a lot lower. That’s the way it is in almost all of Alabama and probably for almost all of the U.S.

It’s based on ratios of expenses to earning potential. You can make a lot more money in Toronto on average than Detroit.
