It reads to me the social services declared him an abuser, and is able to place him on a registry based purely on that determination. And “a preponderance of evidence” legally just means they determined it was 51/49 likely that he was guilty.
I don’t like the idea that social services can be accuser, judge and jury based on “preponderance of evidence”.
