As far as juveniles committing crime, the legislators aren’t helping. One of the County officials was complaining about that yesterday - the laws aren’t strict enough with the kids who do wrong, it’s all just a revolving door of arrest and release and re-arrest.
Beyond that, it’s really up to the Black community. White people can’t ‘fix’ what’s wrong with many Black families.

You are right, the community has to clean itself up, and maybe tightening the laws. Breakdown of the family and loss of shared traditional values - those can’t be repaired by the lawmakers. Restoration of the latter would probably achieve more than any law, regulation or curfew. Self control in society is more effective to community tranquility than arrests, threats of punishment, etc by the legal system.
Reality is that for decades now family and traditional values have been under siege by media (e.g. ridicule fathers, despise traditional values, anti-Christian) and even givernment (e.g. welfare, public “education” run like truancy lock-up) We reap what we sow.
