I don’t know where you lived, but I’ve been here all my life and never experienced being propositioned for drugs, never was a victim of crime -except having my car registration sticker stolen; and all my interactions with police have been positive.
It is certainly not what it was when I was young, and all of us have progressively exercised more caution (I would not send my child to the public schools here, for instance). But a lot of it has to do with how you conduct yourself and with whom you associate.

'I never was a victim of a crime, except when I was a victim of a crime' ...
all my interactions with police have been positive.
You're lucky. And I didn't have any negative interactions with them either. In fact, I didn't have any interactions with them at all. But don't try to pretend that the PG County Police didn't have a rotten reputation during the later Parris Glendenning and Wayne Curry days.

Being an upstanding citizen doesn't change the general atmosphere of criminality and lawlessness.
Take a look at the "2022 Homicide Map" of Chicago ... note that some neighborhoods have zero homicides, and some have many. Based on previous years statistics, a few of those violent neighborhoods will exceed 50 homicides before years end. The handful of light blue neighborhoods on the map doesn't change the fact that Chicago is a sewer. PG County is similar.
