My guess would be that in Africa they mostly aren’t in high rise tenement buildings with no landscaped areas surrounded by concrete and asphalt.

Average daily temp in the Horn of Africa is about 120°F. There’s no AC. You get acclimatized after a couple weeks.
In the winter it goes down to 90°F. The locals put on their fleece jackets and complain of the cold.
