Well I don’t know what ‘have’ means in Bidenspeak, but in normal English it is present tense, meaning now.
He had cancer in the 80’s.
He promised to cure cancer under Obama.
Clearly, he failed.
Well, it’s kind of the nature of cancer that once you get it, you always have it, even if it goes into remission.
In fact, after a certain age, we all have cancer, just our immune systems manage to keep it suppressed most of the time if we are healthy (and lucky).
