First responders aren’t doctors. They do not know that.

Emotional speculation is more important than facts, even on FR.
They said "may", which is a perfectly reasonable response. And people should be riled up, especially since whomever was the decision-maker has yet to come forward and explain his reasoning.
Pretty damn cruel to tell the mother that.
First responders do not have to know that.
TCCC is a 16 hour course and I got it on the first try.
But the key here is to actually respond.
Not standing in the hall, not looking through a window.
A full staff trama team could have been standing in the hall and that would do ZERO good.

First responders are people who have probably seen more injured people than those criticizing. And by experience have observed the likely outcome of many types of injuries.
How many times have we read of the police leaving an injured person bleed out PREVENTING EMS access while police “secure the scene”.
As a point of interest Uvalde seems to have a larger police force than expected for a small town.
It was probably very obvious. Dead body in the middle of a large pool of blood. They were shot, incapacitated and bled until they died. Earlier intervention would have most likely been beneficial.
