Yes they will. During the last “water crisis” here in Kali the water districts made it plain and clear prices will go up to cover the cost of lower usage.
I guess that’s why housing projects here are rubber stamped. As people cut back their water usage, cities keep building thousands of homes.
They did it in CA. Told everyone to reduce power consumption, and they did up to 10%, which is significant. Everyone was conserving.
And what did CA state do? They immediately raised the rates state wide.
