Simply adding more matter doesn’t solve the dark matter problem. The dark matter problem is also about the distribution of the matter, not just the amount.

The stars in distant galaxies were heavier when their light left them...billions of years ago. Maybe they are not as heavy now.

The Magellanic Clouds are closer than the Andromeda Galaxy, but I guess they don't count.
