If it was truly an outburst born of frustration, she might have meant nukes (and might herself be terrified at the prospect).

She might well have meant food and fuel shortages that could have truly dire global consequences should the war keep dragging on (it will already likely be dire anyway in some countres, but the longer this goes on ...). As in hey, NATO, you really wanna cut off your nose to spite your face?

If scripted and acted, it was meant to be an ambiguous threat implying nukes, I suppose.

These ludicrous threats are all directed at the low-I.Q. "peanut gallery" in the West. Also intended to stiffen the ranks in the East.
