Yes, it would be very unwise. The Nazi leaders, the Japanese war leaders, Saddam Hussein could be tried...after being defeated. If Putin were captured, the Russian government could still retaliate on his behalf.

Plenty of people wanted GWB tried for war crimes, or Nixon for supposed involvement in the downfall of Allende (who apparently committed suicide) in 1973. JFK knew about the plot against Diem in 1963 but apparently expected him to be exiled rather than executed. Nikita Khrushchev was apparently taken by surprise by the assassination of JFK--he didn't order it. (Castro maybe...but maybe it was the CIA and he probably wasn't a CIA agent.)

The CIA assassination attempts against Castro — spurred by the Kennedys — were a major breach of the assumptions, protocols, and conventions of the Westphalian state system. In some accounts, that led to Castro having JFK killed. As LBJ used to put it at times, “Jack tried getting Castro but Castro got him first.” Of course, some instead believe that LBJ was the key principal in the assassination of JFK. And there remains suspicion that the CIA and US military intelligence had JFK killed because of his squalid, blackmailable personal conduct and flagrant violations of national security.
