Zelensky is not a puppet. He just is..and doesn’t know what to do. If he used his own brain, he would take these terms. They are reasonable. NATO and the USA money tree are controlling things...and need to step back.
That means he's a puppet. The US Deep state wants this war in Ukraine to control Germany, tighten up NATO, control EU energy, and of course, cause trouble for Russia. Zelensky will ensure it carries on.
