The article that you linked reported that hospitalizations there have already declined by more than a quarter, and wastewater monitoring also indicates that Maine has passed peak.
It also linked to another article, that said to expect some more inflated case numbers, as Maine catches up on reporting its backlog of positive test results. So it just looks like an inept management, rather than anything of significance to the disease.
