BLM and ANTIFA exempted, I assume ?
I would imagine that Muslims are also exempt.
It would be outright discrimination and groups could sue.
I remember a story about 10 years ago. The Tea Party held a rally in Richmond, Va (i believe that’s where it was). The city forced the group to pay $10,000 for clean-up and police protection.
A year or so afterwards, during an anti-police protest in the same city, no one was asked to pay a dime for clean-up, etc. The Tea Party group complained and threatened and the $10,000 was returned to them.

No, they aren’t. But unlike conservatives, they don’t ask permission to protest.
