Blake Percival - National Security Threat Whistleblower

“Blake Percival is one of the most important whistleblowers in recent history,” Attorney Larry Golston says. “We as a country are safer because of what he did.”

Blake Percival was born in Panama City, Florida where he was raised in a traditional Southern home. He graduated from High School in Montgomery, Alabama in 1984 and served 6 years in the U.S. Army where he was Honorably discharged at the rank of Sergeant in 1992. He then worked as a Police officer in West Virginia and Alabama. He is a graduate of the West Virginia State Police Academy, The Montgomery Police Academy, The Alabama Judicial College, and he holds a Bachelor of Arts Degree from Bluefield State College in Bluefield, WV. From 2001-2011 he worked for USIS, also known as US Investigations Services where he rose through the ranks to the position of Director.

USIS was a Company contracted by the government to conduct National Security Clearance Background Investigations on prospective and current Federal employees. Blake became a Whistleblower in 7/2011 when he exposed that USIS was billing the U.S. Government for background investigations that had not been properly reviewed. Among the clearances not properly reviewed by USIS were Edward Snowden and Navy Yard Shooter Aaron Alexis. For 4 1⁄2 years he was not allowed to talk about the case, but once it settled in 12/2015 that changed, and he was featured on the front page of The Washington Post. Blake speaks regularly throughout the country to share his story and is in the process of releasing a book on March 2, 2020, “Holding on to Integrity and Paying the Price – A Whistleblower’s Story". Blake also created The Whistleblower Assistance Fund that helps other Whistleblowers with financial needs.

This is a man that exposed the deepstates M.O. to install their own corrupt officials at every level, and every branch. Blake Percival exposed nearly 700,000 fraudulent background investigations and nearly 7 billion dollars in fraud.

And since this is one of the biggest, if not the biggest whistle-blower case in U.S. history, one would think it would be easy to research the story right? Not so, since all but a few case articles have been censored to cover this up.

I just changed my search engine to Qwant to find a few more uncensored articles. I would recommend others searching for any related stories to Blake Percival and U.S.I.S. and posting them to inform others.

Blake Percival was the Director of Fieldwork Services, Western Pennsylvania,(WPA), for USIS. He became a whistleblower in July 2011, when he filed a qui tam suit saying he was fired from USIS, for not ordering his subordinates to submit cases to the U.S. Government for payment, that had not been completed.[1] He had worked for USIS from January 2001 to June 2011. In his suit he stated he had been fired after he refused to order his employees to continue an elaborate fraud known as dumping.[2] The suit was filed under seal in U.S. District Court in Montgomery, Alabama. His allegations were investigated by the U.S. Department of Justice (DOJ) and in October 2013 the DOJ joined Percival’s suit and removed the seal. The case, United States of America ex rel. Blake Percival v. U.S. Investigations Services, Civil Action No. 11-CV-527-WKW, was filed in U.S. District Court, Middle District of Alabama (Northern Division). On January 22, 2014 the DOJ filed their formal complaint against USIS. In their filing the DOJ stated that USIS committed fraud on at least 665,000 background investigations. This case was moved to Washington, D.C. on April 25, 2014. The case was settled on August 19. 2015 when USIS agreed to forgo claims to more than $30,000,000 it was owed by the U.S. Government. On December 18, 2015 the Department of Justice awarded Percival 20%, just over $6,000,000, of the money recovered from USIS

Blake Percival may be a hero but Snowden was also a whistleblower whom our government trapped in Russia by cancelling his passport etc and getting countries he was traveling through to ban him thereby making him look like a traitor.

I agree. I would also add that prior to Percivals whistle-blower suit, he informed congress which attempted to slow walk this, because after all it was congress which outsourced the function of federal background checks to U.S.I.S. (which consisted of a corporate board of shady characters)

The media evidently were also told to stand down on reporting on this story. That is until the two issues arose, one being Snowden, and the other being the navy yard shooter. At that point they could no longer keep this story under wrap.

Since there is little to be found on this whole story, I’ve had a hard time verifying facts. But I’ve heard that after U.S.I.S. was shut down, the principle officers simply opened up another corporate system and the same shady operations continue to this day.
