No student in their right mind is gonna wanna live in that fungus. bacterial, and insect ridden prison....I don’t wanna be there when the microwave catches fire from the popcorn. Or when the hvac goes out. It could very well be a death trap. You need views and fresh air. And an easy way to get in and out for lots of people. I would not go to ucsb if I had to live in that building. I would rather live in a camper off campus and take a electrically motorized bike to class.
Perhaps there is a method to his madness.
Maybe he feels students should be encouraged to be anywhere else - the classroom, the library, out with friends, at work - anywhere except for inside the dorm room.

Fire trap - strict fire codes require fire resistant passageways to exterior with width determined by population loading and max travel distance to exit or zones of refuge. Same for fire stairs.
Minimum requirements for window opening size in dwelling units for emergency exits...not to mention fresh air min CFM.
What this crazed rich man has conceived is a giant cage that defies so many health and fire code minimal requirements that no architect, or engineer can stamp the plans as conforming to applicable codes.
Doubt that any insurance company would grant coverage regardless of massive premiums. One of the partners in a high profile architectural firm in which I worked was noted for responding to clients seeking cost cutting code waivers with, “High high is your liabilty profile?”
At the beginning of the 20th cntury NYC altered its building code to require minimum light and air wells in the deep and narrow tenement and apartment buildings in part to combat tuberculosis. In this era of the Covid pandemic this misconceived conceptual design is a giant step backwards that can only be described as a massive petri dish for viruses and bacterial infections rivaling the worst in the third world.
And the frosting is the undoubted violation of energy codes in order to achieve minimal heating and cooling requirements.

I note that the university did not have the integrity or sense to turn the azzholes money down.

In NYC, natural light is a requirement for dwellings. As well as a private bathroom and kitchen for new dwellings. Unfortunately this drove up the cost for the poorest people since new “single room” apartments have been illegal for a while.
However in many jurisdictions windowless apartments are legal as long as meet ventilation and fire codes.
As long as he meets the code or proves it is equivalent to code, it can be built.
Of course they will have to prove fire safety before approved.
Many jurisdictions do not require natural light or air like NYC. As long as code required artificial light and air are brought it.
