As much as I dislike Baldwin from what I have heard about him, IMHO the blame for this tragedy falls on the armorer and director.
If the script had Baldwin shoot at the camera for the scene, the director should have either changed the scene, or somehow remotely operated the camera while having the armorer triple check the firearm.
Actors are paid for their expertise on acting, not weapons and safety.

Here’s what I don’t get: how does a live round of any type, description, or nature, get on a movie set? For what possible reason is an actual, live round of ammunition present while making a movie? It is inconceivable to me. I can’t make it make sense, no matter how I twist my mind.

My best friend’s brother and his buddies were at their family cabin drinking. The brother pointed a 12 gauge at one of his buddies and then moved it about 12” and pulled the trigger. He had a deer slug in it he forgot about and blew a hole in the cabin wall.

The word, "
misfire," means that the gun failed to fire. It does not mean, while a person is holding it, the gun fires unexpectedly.
