IMHO, its rule by faction, committee, bureaucracy. It must be. State for foreign policy, DNC for politics, Federal Reserve/Wall Street for economics. I believe its all tied together by the intelligence community and the National Security Council. It looks like top-down marxism, but its just DC bubble group-think. Its lowest-common-denominator, meaning each has its own turf and its merely about maintaining the status quo for themselves. It means there's no real leadership.
