YEs, but it’s a great cover for those really running things . Joe knew he was in trouble cognitively before he ran....so did they. The deal was made and here we are. Those running things are doing so without any accountability, thus Biden’s cognitive issues aren’t a threat for them to continue operating as they are. He’s their cover no matter how he speaks or behaves...or for that matter what people think about it all.
