That makes too much sense and it is way too cheap. The ship is being held hostage by the establishment. Either citizens cough up money for and insanely generous contract so that Nancy Pelosi or her nephew Gavin Newsom can milk us dry they will destroy the nice stuff, it's just the way it is

There is a battleship New Jersey video on Youtube which addresses why the old battleships are not encased in concrete. The New Jersey curator said it was considered then rejected because the steel ships were built to be in water for the vast majority of its life. Encasing in concrete would actually cause the ships to eventually flatten out and collapse at a faster rate than if it were in water.

I am thinking it was considered in the past by the Queen Mary operators and rejected for the same reason.
