In Chicago the limit was hiked up to the neighborhood of $1,000 and suddenly the internet was full of cellphone videos of shoplifters -- always black -- sauntering out of stores with armloads of goodies.

Shoplifting is not quite so bad as to require capital punishment, but the perps need to be prosecuted in such a way that they will remember it for a long, long time.
