This is really ordinary now out here.
Wife recently watched as two young women in their beach clothing walked into Safeway, picked up a case of beer each, and just walked out. Never stopped chatting with each other, like it was perfectly normal. No one did anything to them.
Paying for stuff is so yesterday.
No prosecution of shoplifting below $950, IIRC.
Stores need to price everything at $951 and offer enormous discounts with their customer loyalty cards. That way every shoplifter is a felon facing years in prison.
