This is a common Black Bear with fur that just happens to be colored brown, in other words, a Brown Phase Black Bear. Sometimes there are white-furred Black Bears, those are called “spirit bears.”
It is not a Brown Bear.

When I worked, years ago, in Lake Louise, AB, the rangers used choppers to bring local road kill to higher elevations, so the grizzlies would have enough food to stay up there with their cubs.
Lots of them got killed on railroad tracks looking for grab.

The species "brown bear" doesn't exist in California. If it had been a brown bear, she probably wouldn't be alive.
Brown Bears lived in California until about a century ago. The Californian Republic was known colloquially as the Bear Flag Republic, when it seceded form Mexico. And there is an Ursus arctos californicus on the state flag of California.

There was no time for that: The bear already had hold of one of the small dogs (”Alexandria”, time = 00:54). Plus, I’m not sure the girl wielding a shovel could knock the bear off the wall. It might just enrage the bear.

She acted fast and decisively. She shocked the bear leaving her enough time to get her dogs to safety. It took you more time to type your comment than it took her to save her dogs. Think about that!

NO; that was a standard California Black Bear, just in a brown phase usually in spring or early summer.
If that was an actual BROWN BEAR, AKA a GRIZZ that girls dogs and the girl would have been turned into hamburger.
You can tell by the size, that mama san was no more than about 150 pounds, a GRIZZ, AKA Brown Bear would have weighed in at about 300 to 400 pounds, and that would have been just medium.

There’s plenty of water around. I’m up in the mountains and fairly remote. The bears are a minor issue and usually take off when they see us, I’m more concerned with the hogs so we always carry outside when walking around.

Brown Bears lived in California until about a century ago. Lebec, a town located just north of Tejon Pass, about 80 miles north of Los Angeles, is named for Peter Lebec, a trapper who was killed by one of those bears in 1837.
