The rules may say to ride with the flow of traffic, but why is it safer? If you are a serious road racer, I could see riding with the traffic; but not for a casual rider.

The biggest reason is closing speed and reaction time. A vehicle making an uphill right turn is not expecting someone closing on them at 20-25 mph coming downhill.

You will never find a NHTSA professional who advocates for bicycles to pedal against traffic flow.
Cycling enthusiasts refer to this riding behavior (often illegal immigrants do it) as "salmoning" since they are swimming against the flow.
