Sounds like they all fired simultaneously which means they are saw the same threat at the same time in my opinion.

Or, they heard a gunshot and saw a flash, and they all fired without even realizing that a cop had done the shooting.

Interesting that the cop who fired the first shot is not being charged.

The officer not charged fired “a less lethal round,” so probably did not sound like a gunshot.
