On a far corner of my uncle’s farm was a small cemetery, you could see it from the barnyard.
The church was long gone but the cemetery was still used occasionally and maintained.
He always planned on being buried next to his farm, but after many, many good years the state said NO!
New rules, he needed next of kin already buried in the cemetery.
His son and grandchildren still live on the property, but he was forced to move down the road.
IMO you have the correct approach to prevent this crap.
