That’s a fair application of ‘populism’. I checked ‘populism’ in wikipedia and it’s a slippery term in that it’s used to mean different things by different people.
To consider populism government run by the people as opposed to the elite is a reasonable way of interpreting the word.
The elites like Kerry certainly think they can best handle the world.
