The closest states for Trump to flip, Arizona (-16K votes), Georgia (-10K) and Wisconsin (-20K) would move the Electoral College to a 269-269 tie, sending the election to the House of Representatives, which Trump should win 26-24 as each state delegation has 1 vote. But the simplest way to decide the election in that case without a vote in the House would be for the unicameral Republican legislature of Nebraska to change the state's electoral delegation back to winner-take-all, giving Trump the elector from the 2nd district and a 270-268 win.
Then Maine could do the same thing and back to 269.

Thats a very good idea. There are also states that voted for Biden and could change their rules after the election and split their votes between Trump & Biden and that would put Trump over the top.
Changing rules before election, like PA did, or changing them afterwards...whats the difference.

Both Maine and Nebraska state legislatures have filibuster and cloture rules. Neither Maine house is overwhelmingly Democrat and cloture will fail.
The Nebraska senate, its only house, has a 2/3 cloture vote to end debate, 33 of 49 members. Currently there are 30 Republicans and 18 Democrats and 1 Independent who votes with the Democrats. So far, so bad.
In the 2020 election, 3 Dem seats were flipped and a 4th is 50-50. That means 33 or 34 Republicans and no more filibuster. The old legislature adjourned sine die. The new legislature, though not yet sworn in, meets next week to discuss agenda.
The state legislatures are empowered by the constitution to change the rules. Governors, Sec of Sts, County Clerks and poll workers are not.
Just to piss Sasse off, they might do it.
