I think the dems really wanted Harris but she got so slaughtered in the primaries that they nominated the candidate most likely to not finish his term and then had Harris be the VP, knowing that when he left office for whatever reason, she would become the president.
That way, they got who they wanted in with nobody electing her.

The DNC decided that all the other candidates were sure losers to Trump so they forced the others to drop out (but let Pocahontas stay in until after Super Tuesday to hurt Bernie). They rightly calculated that Biden had the best chance because of his phony nice guy image.
