I’m guessing this part means they’ll run envelopes through the post mark machine and then mail “as needed” following the election:

“If you are returning your ballot by mail, it must be postmarked on or before Election Day and received by your county elections office no later than 17 days after Election Day.”

Where in California does it take 17 days for a mail a ballot from your home to get to the county election office?
