No, the 25th has a clause that says Congress can create a panel to replace the Cabinet’s role. She’d have to get her bill through both Houses and get the President’s signature, but she doesn’t have to amend the Constitution.
I thought so too. I thought that only the Cabinet decided, but looking at Amendment XXV Section 4 says "Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide ..."
I assume that this is what Pelosi is using as authority for her coup group. Whether it is legally constituted by "Congress", since the Senate had no say, or if it is "by law" I think would be an issue for the SCOTUS to decide.
