This is good news. Election fraud should be stopped before the ballots are cast/discarded. Before ballots are cast, the fraudulent votes can be stopped and one can replace them if fraudulently discarded.
After the election, it is almost impossible to change it. So what, if somebody is put to jail years after the wrong person was fraudulently elected.
If they made it a hanging offense and hung a few people maybe others would think twice before making fake ballots.
