[Then Senator Joe Biden: “...not granting a federal charter to an organization, made up of many fine people, who continue to display Confederate flag as a symbol, and the charter was to give them the right, the impruader of the federal government, to do that.”]

Here's a link to one
C-SPAN clip on it. Here it is in the Judiciary Committee records--from the hearings for July 22, 1993, page 336 (346 in the PDF file):
I, too, heard that speech and, for the public listening to this, the Senator made a very moving and eloquent speech, as a son of the Confederacy, acknowledging that it was time to change and yield to a position that Senator Carol Moseley-Braun raised on the Senate floor, not granting a Federal charter to an organization made up of many fine people who continue to display the Confederate flag as a symbol. The charter would have given them the right, the imprimatur of the Federal Government to do that. . . Biden goes on to relate an anecdote about John Stennis and Richard Russell:
HEARINGS BEFORE THE COMMITTEE ON THE JUDICIARY UNITED STATES SENATE ONE HUNDRED THIRD CONGRESS FIRST SESSION ON THE NOMINATION OF RUTH BADER GINSBURG, TO BE ASSOCIATE JUSTICE OF THE SUPREME COURT OF THE UNITED STATES JULY 20, 21, 22, AND 23, 1993

You cannot tell from the clip, without what he says before and after that, if he is reading HIS position, or reading something written by someone else on the matter.
What is clear, and the only thing clear, is he is reading something, not speaking extemporaneously.
Without the prelude to, and what follows, what is on the clip, it cannot be said that the clip demonstrates a case of Biden defending confederates as many fine people. Maybe he did, but the limited clip does not prove it. And the absence of what came before and after what is seen on the clip could be a case of trying to put words into Biden’s mouth, when they are words he is reading from some unidentified source.
NOW!!!!!!!!
Twitter has now deleted the link to the clip!!!!
I saw it. Then I decided to review it again, to see if I missed anything, and now it cannot be found.
Is the clip correct and Twitter running as an in-kind campaign contributor to Biden????
