Mostly true.
Commercial traffic is allowed to cross both directions.
People with dual citizenship are also allowed to cross in both directions abeit not easy. However, IF such individuals decide to return to Canada, they are required to be quarantined for 14 days. Also, carrying a handgun in Canada is a big No, No. So IF she has dual citizenship, she could be facing serious Canadian charges should she ever return.
