And the First Amendment guarantees the right to assemble, not that it would be free.
If other rallies have not been so peaceful, it seems fair to charge for police protection.

Kids are organizing these all over the place, it makes them feel cool. A dozen people show up, mostly their teachers and friends, may be a leftie spinster aunt who shower them with glowing positive reenforcement, and everyone goes home.
