It's exactly the sort of answer Mayor Ed Koch would have given to such a stupid question, or was it just an argumentative remark.
I listened very carefully to his tone of voice/inflection, and watched his facial expression & body language.
To me, he was playing them, not trying to be argumentative, but more like “Leave it to Beaver” innocent wonderment. I loved it.
